Derived Data & Non-display Usage: BIPPS Working Group Publishes Definitions & White Paper: The BIPPS Working Group has created these definitions and White Paper analysis to assist the market data industry in addressing the issues associated with Derived Data and Non-display usage. The definitions of relevant terms represent the consensus thinking of the BIPPS Working Group while the White Paper lays out alternative points of view on various issues. FISD is has published two new FISD best practice recommendations (BPRs). The first, "Market Data Service Levels, Response Times, and Communications Procedures", specifies product management best practices for content providers as they launch, modify, operate, and communicate regarding their distributed market data products. The second, "Business Issues policy and Procedure Standards" (BIPPS) addresses content and service providers' business administration policies related to the distribution of their market data.

    Redistribution/Data Usage Action Plan

    The FISD Executive Committee has approved a new project around the core issues associated with market data usage and redistribution. The scope of the full project is still being defined. This document focusing on the control and management of market data by financial institutions is part of the initial activity.
       
    Uniform Datafeed Questionnaire  
    Standard questionnaire to identify how firms use market data and the technical systems and administrative procedures in place to manage market data and reporting. (This document can be used to fulfill Exhibit A, Attachment A and Datafeed control contractual requirements for internal redistribution of market data.) Unanimously adopted by the FISD Executive Committee May 1998.
     
    Notification Processes  
    Best practice recommendations on lead-time notification cycles, coordination of exchange fee changes and delivery of exchange notification documentation in English. The FISD Executive Committee has adopted all three best practice recommendations.
     
    Audits 
    FISD's data audit code of practice intended to promote fair, reasonable and consistent practices through members of the financial information industry can exercise contractual rights and obligations.
     
    General Principles of Datafeed Reporting
    In January 1999 the FISD Executive Committee unanimously approved the Principles of Datafeed Reporting. The document is an initial statement of general principles governing the content and use of datafeed reports. Its goal is to provide a common framework for datafeed reporting within which the details of best practice can be established and more efficient systems for reporting, billing and verification developed.
     
    Unit of Count
    FISD's User Committee has developed this proposed unit of count definition (including device equivalencies) as well as recommendations on how they are to be applied in vendor and exchange contracts. The unit of count initiative is part of an ongoing discussion related to multiple access fees, double billing, and an improved user/vendor entitlement reconciliation process.
     
    Multiple Access Fees
    FISD's User Committee is working with direct-bill exchanges on the development of a standard approach and automated process to more efficiently reconcile user and vendor entitlement reports. The expected result is more efficient overall inventory management and reconciliation processes, minimization of the need for cross-referencing/mapping and the elimination of multiple access charges.

    As part of this activity, the New York Stock Exchange implemented a Multiple Installation Single User (MISU) procedure in support of its long-standing policy of charging a single device fee for users receiving multiple services entitled for NYSE real-time data.
    Enterprise Licenses
    There is no active enterprise license initiative currently within FISD. The documents in this page are the result of discussions about definitions and objectives of enterprise licenses and are provided for reference and general consideration.
